I definitely understand the desire to protect local jobs and fair work standards. But do you have any proof that non-Finnish flight attendants will provide lower quality service and be unable to meet safety standards?

National origin has nothing to do with a person’s ability to do a job and I don’t think this is what you mean to suggest. Maybe protecting local jobs is a better argument?
