Snow tires aren't nearly as effective as some people think they are. A decent set of all weathers is going to be as much as you should need. Unless you're going up in the mountains, where you should have chains anyway, or planning on going someplace that rarely sees a plow, if the weather is bad enough that it would make a difference you shouldn't be driving in it anyway. I've lived my whole life in MN and WI, had snow tires one year and did not notice a difference.
Agreed! Snow tires provide physiological safety than real road safety.
Having said that, I still go thru the hassle of installing / uninstalling snow tires every winter.
