I'll dispute this based on my own travel experiences as a OW Emerald the last few years. Sure, there are some stellar F lounges out there, no doubt: the BA lounge at LHR, the QF lounge at LAX (even the QF lounge at LHR, which is technically a J lounge). But I have been in plenty of very shabby BA J lounges in European outstations that
any Sky Club would put to shame (even if the BA lounge was an order of magnitude less crowded).
