This is incorrect. You can enter the Metropolitan Lounge directly from the second level of the train hall, where the lobby entrances to the office spaces are. You enter through the 31st Street doors just west of 9th Avenue at an intermediate level that is one-half flight of stairs down to the concourse level and one-half flight of stairs up to the second level.
