I can book LGW-DOH business on the Qatar site using avios, I can book DOH-WDH business on the Qatar site too using double avios, but a search of LGW-WDH on the same dates on the Qatar site returns only economy flights available, the business class seats become unavailable.
It could either be married segment type logic or a website limitation - I think you'd need to call QR to see if they can issue one ticket for that itinerary.
If this is soon [i.e. during the World Cup] you won't be able to enter Qatar to recheck bags even if you're willing to take the risk of separate tickets.
