As a Titanium, I've stayed during quarantine (very limited scope for an upgrade as they were so full, but I did get sea views from the cheapest room), and during HK's staycation schemes (initially good upgrades to suites, but got poorer as the hotel got busier). The hotels will likely not be that busy until March/April 2023, presuming not much change from the Hong Kong government to invite in more people, so you've got a chance.

However, impossible for us to really say - the hotel is a nice one and has tried to upgrade in the past - but it depends on how busy they are and how many other Ambassador/Titanium guests they have, there could be quite a few if HK has reopened properly, to just you if it remains fairly closed. Please do report back of course.
