If I remember correctly, credit reports show how much of your credit limit you're using on any given card, so Citi can see it when they pull those.
Citi may not see if I pay a Chase card down some ahead of its statement date. Credit bureaus have a habit of viewing an account dormant if it’s paid down fully like that.
