I suspect that they have finally figured out how to stifle this business. Just raise the cost of doing business to a point where it is no longer profitable to do so.
I imagine that the legitimate trade in these GCs is a tiny fraction of the fraud and abuse (including MSing) trade, so not much is lost by raising the activation fee.
