Two weeks ago (the Friday before Thanksgiving), we parked at the economy lot and took the bus to TBIT. It was still quite a slog as we basically started a slow crawl from the bridge. All the lanes entering the horseshoe merge and the bus lane is impeded by the overall, slow traffic flow. It doesn't speed up until it gets through that bottleneck and into the bus lane.
The rental car companies' shuttles use the upper, not the lower roadway. Sunday morning, I dropped my daughter off at T5 for a 6:00 am flight. Traffic was free flowing on the Vicksburg Ave Bridge. It came to a halt as we entered the horseshoe. There were huge backups at Southwest (T1) and Delta (T3).
