I'm not positive about this. The row before the exit on the A319 doesn't recline - so I assume that it doesn't on the A320 but I can't recall having sat in that row on an A320.
For a 1-2 hour flight I find the extra leg room in 10 worth losing the recline. In fact sometimes it's a shame when Club doesn't extend that far back.
