Neither. It is 45 days from the date of the statement on which you were
notified that the renewal fee would be billed. This is explained on your paper/PDF statement, and also in this post:

I'm about 8 days after the 45 after the statement date of the PDF statement with the notification of the renewal fee, FYI - no 10k points posted yet. Before coming here to look for other reports, my original guess was they'd post when the payment was due on the statement the actual fee was on (next week for me)... but just putting a DP out there that I'm a week past the above timeline at least.
