from my extensive experience with the free platinum breakfast in Asia, it depends on the hotels individual policy. In some you can choose to eat breakfast in either the lounge or restaurant; some restrict your breakfast to the lounge if you have no breakfast included in your room rate anyway. And if there is a lounge, which does not offer breakfast, then of course you can eat it in the restaurant
