Perhaps different companies have different arrangements with Amex GBT but I am absolutely charged that fee. And the booking no longer belongs to the agency and it changes the first three digits of the ticket number.
Not sure why it would change the first three digits. It would definitely change the last 10 digits if the ticket is reissued.
