you can but if you don't make it a habit they will waive the fee. I have had the fee waived twice without even asking. But I am a Plat so it may depend on status.
I am also Platinum and only call to upgrade and they charge $50. Now I just have AMEX GBT hold the reservation before ticketing and I give them my cc info to pay the difference.
It avoids the $50 and also allows me to get the discounted first/business fare that my company would otherwise receive.
