DL is pretty clearly trying to thin the ranks based on increased MQD levels for next year. Far more likely they will offer a buy-up for your shortage (at fixed increments and not cheap) rather than make a good will gesture. I would look at ways to increase MQD earn rather than relying on possible good will.
