I was able to work around it. I do have trouble sometimes with receiving 2FA texts, but I can almost always receive calls. Although the app doesn’t offer a call the website does. I tried to log into both at the same time and used the website to have them call me a code and used that code in the app. Worked fine!

Unfortunately, Capital One information technology (IT) does not permit their system to call back my CNMI home landline phone number with a six-digit code as part of two-factor authentication (2FA). So I cannot access my account online, and download my monthly REI MasterCard statement.
Yes, I can learn my account balance and pay it telephonically, but without being able to download PDF statements, I am unlikely to use this card often.
