Edit: called again and after 1 hour on hold (while the pleasant agent was waiting to speak to back office), was approved.

Thanks for the tip - I called today but got declined because the scan of my Qantas physical card only has my first initial and last name and not full name even though I did submit the screenshot of the digital card which does have full name, but it was on Page 2 of the PDF (Page 1 was the physical scan), so seems like they didn't look. They asked me to resubmit again and to call back tomorrow... annoying! I will resubmit just the digital card which does show full name, instead of sending both a PDF scan of physical card and screenshot of digital card.
