I don't think they mean that. I paid for the tickets by my creditcard and got a email which confirm I can pickup the tickets anytime till the date I booked the tickets for.

I used NordVPN to book my tickets today, so maybe they block the same IP address for a certain period of time? But as they don't have only one japanese server, it shouldn't be a problem with a different server. My hotel recommend me to not use a gmail.com address for registration. Maybe that could also help.
