The unpredictably of AS's upgrade sweeps can be frustrating. Sometimes I clear at T-120, sometimes it's not until T-16. I'm not sure there's any rhyme or reason to it, just wonky IT.

In this case, with 13 F still available inside T-8, and no upgrades, it's almost certainly an IT fail.
