A product change without receiving the bonus does not match with the stated restrictions. The exact wording from the Citi Premier application website: Bonus ThankYou® Points are not available if you received a new cardmember bonus for Citi Rewards+®, Citi ThankYou® Preferred, Citi ThankYou® Premier/Citi Premier® or Citi Prestige®, or if you have closed any of these accounts, in the past 24 months.

Citi will approve people for cards even if you are not eligible for the signup bonus. Did you apply, complete the minimum spend and then not get the signup bonus? Or did you call in first to see if you are eligible before applying?

When doing a web search, I came across a random Youtube video from the channel "The Brandon Boyd Show" where he discusses how Citi attempted to deny his wife a Premier signup bonus because she product changed from an AA card to a Rewards+. Sounds like it was not easy but she did get the points in the end.
