Why would paper boarding passes work when electronic ones don't?

On another forum discussing ApplePay the following story came up:
A few months ago I was flying Air Canada out of Pearson and their systems went down. People with mobile boarding passes could not board, but those with paper boarding pass could. That is why I always carry two copies of my paper boarding pass and do not even use a mobile one.
I was curious if someone could verify the story and explain what actually happened. I cannot understand how having a paper boarding pass would work differently for reconciliation (if one is either typing the seat number into the computer or checking the seat number/name off a printed list, one can do that from a paper boarding pass or a mobile one just as easily).
