This limit to 2K points does not exist of course, it would make no sense. I used many times 10K or 20K points to pay bills without problems. You are likely facing poorly trained staff and it can be very annoying for sure. You can point out to the T&C of the program where it's very clear that you can use multiples of 2000 points.
