it was available at booking....how do I get the upgrade?
Not sure how when you don't book directly with UA but normally appears in your reservation after booking. There is an Instant Upgrade button. It take a manual step of requesting the upgrade, it is not automatically

Instand Upgrade is a very old function. It allowed a economy booking and receipt and then the extra upgrade step

Note if the upgrade inventory disappears, the button, if not yet selected, will also.
