Very open seat map but no seats for purchase - normal? or is something up?

I am seeing something pretty strange while faring an upcoming flight.

First a disclaimer:
- Yes I am very aware that seat maps and seat availability are not the same thing because pax may not have selected or been assigned their seat, or other reasons.
- So please save any "seat map means nothing" kind of answers

With that in mind, I am looking at AA 2286 (LAX-MIA leg) on 12/1/2022 and there are 19seats opened in business out of the total 37 (this is a 777-200), but zero seats are available for purchase -- Expert flyer is showing J0 C0.

Any idea what may be up? Have 19 passengers (over half of the cabin) really not picked their seat on booking? Or is this perhaps a hint of something else? Maybe a travel agency group booking, or AA preparing to downsize the aircraft, or something else.
