Saudi evisa & visa on arrival?

As Saudi Arabia is now issuing tourist visas, I am wondering about two things:

1. Is this a visa that is hard to get, or basically an automated process? Would I feel safe booking flights and hotels before I apply for the visa, or is there a fair chance that my application is rejected?

2. It seems that the evisa website has very strict requirements about the photo required, and will automatically reject any photo that doesn't meet the requirements. If this turns out to be too difficult, will there be a problem boarding a plane to Saudi Arabia without a visa, as it should be possible to get it on arrival, too?

(In the region, Kuwait has a similar system but the evisa website is terrible, however VoA works just fine.)
