2nd question is which neighborhood/area should we look for a mid-range hotel? We are in our 50's and mostly plan on just wandering around some shopping areas, going to museums, taking in the various cultural events. We don't stay out late so nightlife is not a big draw for us.

1) I think you are better off booking a hotel for the previous night rather than looking for an early check-in at that time. The area near the airport has many options in that regard and it will be the most convenient to reach late at night if you don't want to have to fiddle around with Gojek (ridesharing app which is much cheaper than taxis except when there are surges) immediately upon arrival.
2) Clarke Quay/Havelock area has some good mid-range hotels and is well-situated for touristy stuff. You can easily get to Fort Canning, Orchard Rd, Chinatown, MBS, etc.
