Those fees in the TPG article were an IT glitch and showed up at almost every hotel when booking through the app and not the website. That problem has been resolved. The folio issue here is definitely the payment from Bonvoy and was a mistake billing, as is obvious by the quick reversal of the charge in OP's case.
