Just to bump this again, I've made a half dozen more purchases for museum tickets in Italy and Spain and have yet to encounter any more 3DS problems. Transactions take me to a VISA verification site where I am given the (only) option to receive a 6-digit TOTP via the cell phone number associated with my CapOne account.
