My experience end of Oct;
I was ticketed TLL-HEL-SIN (AY131), and had a seperate 3K (Jetstar) SIN-HKT ticket. Travelling with hand luggage only.
At both TLL and HEL was not able to pickup a BP for 3K.
Both my arrival into SIN and departure to HKT were both through T1 (though i was kindly informed by another FT that 3K is being forced to move to another terminal).
At the SIN Transfer Desk at T1 there was a single Jetstar desk and fortunately I was able to have my BP issued there, BUT, the guy at the desk told me it's not normal practice and don't do it again.
Looking down to the Immigration area at SIN I saw it was absolutely packed, there would have been no way I'd have made my flight if I'd been forced to clear customs and re-check in.
