Re special regulation, the only special în SIN was that I was non-eligible for entry to SIN, it was before even the "green lane". Only nationals were allowed.

I am curious if your friend in ZRH had access to CH. If yes, it was why it was allowed boarding in the first place. If not, I would be very surprised.
nope my friend was not allowed to enter ZRH as needed a Schengen visa which my friend didn’t have.
and in SG during Covid there was special regulation that one was only allowed to transit on one ticket - that was specifically called out by the airlines. During that time even transit in SG was only allowed for specific departure and destination location combinations. One was not allowed to transit on separate tickets even if one is flying on one of the departure / destination routes.
