Is the picture not off centered to a point where your facial features can't be seen?
(i.e ears, eyes, head, etc..)
You won't know if this is an issue if either CBP and/or foreign authorities make a comment about it or if you don't want to take a chance then I would make an appointment at the nearest Passport Agency and fill out the DS-5504 and bring a new picture. Likely you will be given a new passport minus the 4 years.

If your photo looks bad because of a printing error on our part, you can use Form DS-5504 to reapply at no cost to you.
If your photo is printed correctly and you just dislike your photo, you may use Form DS-82 (if eligible) to reapply. You must pay the normal fees.
