This may depend on the airport pax flow, but by default please expect to be steered to the passport control. Connection usually sits after passport control. ICN experts could know better.
And you just explained you cannot clear passport control.
I would strongly advise to rebook your tickets if you can.
I will be extremely surprised if boarding crew would allow you to embark.

During the pandemic there was a special regulation in Singapore that you were only allowed to transit on 1 ticket and hence you were denied boarding. But this regulation has been lifted. I think now should be okay again
Regarding the transit in ICN - best would be to check with the airline. A friend of mine did this once with non-Schengen to non-Schengen transit in Zurich and all was okay - but I think it depends on the airline as at the end the airline is the one which is liable and must pay if one of their passengers is denied entering the country (and if you are on separate tickets nobody guarantees them that you don’t cancel your second ticket)
