Please post screen shots as that is what you are saying is deceptive. I’m not seeing how they are being deceptive. It says you can hold the fare but I’m not really reading that it says you have to pay to make it cancellable. It says you will be paying to hold the fare, which American air does for longer hold but KLM is an European airline and not a US based airline so things are different. Although I agree that they should be more clear but a simple Google search of 24 hour cancellation policy KLM would give you the answers.
