Again, we’re talking about two different things.
If you book the flight, KLM will charge your card immediately. If you then cancel within 24 hours, they’ll provide a refund.
The only thing they’re “holding” if you select the 20 EUR option is the fare itself.
If you were to book, cancel, and then try to book again, you might not find the same fare available as you originally selected.
I think the wording (“pay later”) is pretty clear, as is the note that “this option is not refundable”, which doesn’t refer to the fare should you purchase it.
I do agree that they should be clearer on the 24 hour cancellation period though.
