IMO this is not crazy at all with Global Entry, especially if this is all on one ticket in the event something does go wrong.

Why? Assuming the schedule is kept, and you get customs pre-clearance in DUB, any baggage should go to SMF. There are multiple flights daily, SEA-SMF, in case you miss yours - even assuming a mid-afternoon arrival at SEA. As to Global Entry, AFAIK this is mainly for US citizens; a few exceptions are listed on the CBP website. That could be your main delay. Post immigration control, you'll enter the SEA terminal near A concourse. That's fine if your connection is on DL; if on AA or AS, you'll have a walk (or maybe a train ride) to get to your gate.
Note that OP is traveling DUB-LHR on the first segment and therefore will not get US CBP pre-clearance in DUB; also that OP stated they are UK-based Global Entry members (which is one of the 17 other GE-eligible countries on the CBP website you mentioned)
