You should never attempt a partner award change unless all the partner segment (include segments you are not changing*) have new availability --- or you risk this outcome. Also this can occur if the availability is phantom inventory. The agent nor you can see these until after attempting to book.
If possible it is best to book the new itinerary as a new ticket and then cancel the old. Only safe way to make a change for many partners.
The bad news is there is little chance the waitlist will resolve by itself.
*LH awards seem to be less of an issue
I've changed a UA award ticket with 3 different partners where one segment ET did not have additional availability and had it go through fine. Impossible through the website but worked perfectly on the iOS app. Sometimes you just need to change and hope.
