ANA calculates their fuel surcharges for 2 two month period, based on a benchmark against the Singapore jet fuel prices. Next adjustment is December 1st where it will drop with about 15%. This spring and summer oil has taken massive jumps in price, and ANA's fuel surcharge has followed. But as oil has started dropping again, the fuel surcharge will follow it. So not normal, but basically as expected with the oil price level at the calculation point for the October November surcharges.
