In some countries I know that having an in-room safe is a prerequisite of a 4-star status. If a Park Inn or a HIX is supposed to target 4 star status in such a country, they might end up with an in-room safe, even though it's not a brand requirement.
This lack of consistency across properties is contrary to the entire purpose of having a brand. I did book with a Park Inn that states on the website that each room has a safe, but I really dislike having to think about this "amenity" as it should be included in all of them.
