CX presumably never even notifies BAEC that a flight has occured, because there is either a zero entry or a NULL in their tables for P class credit. Since BAEC doesn't unilaterally decide to credit P at all - the complaint would have to be referred to CX and spur them into changing their partner crediting scheme, making it that much more distant from the complainant.
Not that I don't sympathise - even "deeply discounted" business fares feel like they ought to earn something.
I tried contacting CX already, and they were happy to confirm that P is a legitimate Business fare that does earn full credit in Marco Polo Club, but they said that BA would have to make the change for BAEC earning.
Other oneworld partners, e.g. AA (see
here), QF (see
here) and QR (see
here) have already added P to their earning tables, so fairly sure the mistake lies with BA, not CX.
