Not all Park Inn hotels have in-room safes. I was, for example, suprised to find none in Park Inn Solna near Stockholm. That hotel is a problem for many reasons but this is one of them. Also no closed, only an exposed hanger rack.
In some countries I know that having an in-room safe is a prerequisite of a 4-star status. If a Park Inn or a HIX is supposed to target 4 star status in such a country, they might end up with an in-room safe, even though it's not a brand requirement.
