Booth at subway stations no longer perform cash transactions, this service has not been restored it was stopped during Covid lockdowns. The service agent is there for questions and directions, issues with your metrocard they will just hand you an envelope to mail in the card.
For reduced fare MetroCard's you need to contact the MTA or go to the sole service center MTA NYC Transit Customer Service Center 3 Stone St, New York, NY 10004 9a - 5p weekdays or you can call 718-330-1234 (311 does not work outside NYC) for info.
If you have some sort of Para-Transit in your local area you will also qualify for the MTA Access A Ride here in NYC. You should set that up well in advance of your trip to NYC.

This has been my experience. The MTA forced my hand to register for a senior discount card. The token booths do not sell half price cards. There was a time that if you were from out of town and had proof of age (drivers license), the agent would sell you a half price card for the price of a single fare. Basically you got 2 rides for the price of one. A real deal.
In fall of 2022 if you want to ride for half price, you need to fill out the form and mail it to the MTA, or head to the Stone St address mentioned above and do it in person.
