Why do you think company can't claw back at any time ? What is significance of 3 billing statements?
As long as you have an account and I would think clawback is at the discretion of Capital One, even deducting reward points for recovery.
How can they clawback something they advertised? I spent $200 with Airbnb and am using it (not refunding it). The $200 credit doesn't say what triggered it, at that point how would they be allowed to do that as I used their card correctly. The issue is something is wrong with Capital One and posting credits for Airbnb.
