I find that many hotels do better, and give you breakfast no matter what rate is booked. I don't have it in front of me, but I do recall something in the T&Cs that say you need to book a particular Diamond Breakfast rate off of the ALL site to be entitled to it. I've run into one hotel trying to enforce that. When enforced, it basically means there is no Diamond breakfast benefit, since you would have to pay full Daily Rate on the room to get it. In other words, they inflate your room rate by more than the value of breakfast, and you can have a "free" breakfast!
That's the Accor program for you. Even on the surface and marketing talking points, the program sucks. But when you dig into the fine print, it's gets even worse, because there are more holes in the Terms and Conditions than a piece of Swiss cheese, which allow the hotels to weasel out of providing anything they don't want to.
