Yes - the real challenge is people who end up in E+ seats without paying for it (either cash or elite status) - why should they get free booze too? And then how do you deal with elites who because they booked late couldn't get E+?
If UA wanted to do this, it would make more sense to extend the 1K free drink benefit to other elites plus, perhaps, anyone who purchased an E+ seat. Easier to do with the handheld/cashless approach.
