I just filled out the visit japan web and is being reviewed. It was a pain!
I tried doing it on my laptop using edge, would not open the quarantine procedure! I ended up using edge on my iphone and it worked (who knows). Just don't do it in a hurry.

update: I submitted all documents at around 1 pm pacific time on a Sunday and received approval just past 5 pm. My application has turned green. So pretty fast.
