It's not open quite yet (but soon). Without checked luggage, I would say yes. Note that without checked luggage going IAD-DCA, you could avoid the terminal at DCA altogether. The metro exit is right at security, so with a boarding pass and no checked bags, you're right there. If you have PreCheck all the better.
