My personal guess is that it might return, perhaps more as a small cost upgrade on a ticket in the style of the also suspended +Qatar stopover program, but agree it's anybody's guess. As a significant hub and spoke operation having an STPC or stopover offering can help sell long transits that would otherwise struggle to sell. But it if does restart it would probably have some stricter qualification rules... I always thought the 8 hour layover criteria was a bit short to really get in and out of the airport and have a decent amount of time to rest up, hotel demand in Qatar would need to have been proven to be low, ongoing concern regarding COVID evaporated, etc..
