Not for me, I get back all transactions fees and no advance charge. But like I said it may depend on your client status.
I also have a Chase ATM card which works the same, zero fees and ATM fee refund.
Maybe test it before your splurge.
In the old days I used a CitiBank card when they still had branches in Japan
