I believe they also offered all the JFK gate agent staff the option to fill agent-on-demand roles in the mean time. I'm not sure what if anything was done for ground handling, but given the size of the JFK operation, I wouldn't be surprised if that was all contracted out and it was mostly just gate agents that were UA employed.
