Changing economy light ticket - cannot change destination country?

I'll likely need to rebook an economy light ticket I had booked for a trip from the U.S. to Spain. I am aware of the change fee, but I thought I could change the destination and that the value of the ticket minus the change fee would be applied towards the new ticket as long as I make the change before the departure of the first flight. However, when I go to "my trip" and start the change process, it only allows me to enter either my original airport in Spain or other airports in Spain as destination, but won't accept an airport in any other country. Did I miss something in the fare conditions that restricts rebooked tickets to be to the same country? I don't see it when I look at the summary of the fare rules for a new fresh dummy booking on the KLM site or the detailed fare rules for my fare on expertflyer or ITA matrix, but I may be overlooking something.

Edit: on the topic of overlooking something, I was also surprised that the change fee was $300 rather than $199 when I tried to initiate the change process under "my trip". During the booking process, the change fee had been displayed as $199 when I clicked on "show more" in the fare conditions. That said, the email confirmation showed $300 for changes except I didn't see that at first. The detailed fare rules on expertflyer show two separate sections - "PENALTIES: CHANGES - ANY TIME - CHARGE USD 199.00/CAD 199.00" and "VOLUNTARY CHANGES: CHARGE USD 300.00/CAD 300.00 FOR REISSUE OR HIGHEST FEE OF ALL CHANGED FARE COMPONENTS" so it's clearly the second one that is being applied, just interesting that it is the first one that's being displayed during the booking process.

Anyway, thanks for any insights anyone may have in the ability or lack thereof to change the destination to a different country when changing a non-refundable ticket economy light (it might be the same for non-refundable economy) prior to departure.
